On “Free Flow of Internet Information”

As a matter of fact, the flow of Internet information will not come into being without the effective security monitoring. The virtual world is nothing but the extended realistic world. It is by no means a boundless dreamland, and it has to abide by the laws and regulations binding to real domains.


Freedom has never stood alone, but always side by side with Law. The same is also applied to the openness of Internet information, which is in need of a mature monitoring system. The more effectively the monitoring system functions, the more freely Internet information will flow. Netizens are also first of all citizens, and they need to observe laws and contracts while being guaranteed the freedom to exercise their human rights.


Free flow is pleasant, but the prerequisite is the flow must be within the banks, neither overflow nor flooding.
