Is it 100 percent all right for a citizen to physically assault the Head of State ?

Doctors have told the Italian premier to restrict public
duties for two weeks after an attack by a man who has
apologised for his "cowardly" act. Souvenir vendors
reported brisk business in statuettes of Milan's cathedral.
