Is it a Must: thank Nation before parents?

On February 20, 2010, in Vancouver Winter Olympics, Zhou Yang won the gold medal in women’s 1,500 meters short-track speed race. This is not only the Chinese team’s third gold medal of this Olympics, but also the first time in history Chinese team seize three golds from the Winter Olympics.

However Zhou Yang was criticized by Yu Zaiqing, Deputy Director of the State Sports General Administration (SSGA) on the sidelines of the ongoing CPPCC session.
“Saying thank-you to parents is not a problem, but should thank the nation first, and must put Nation ahead of Parents.  Don't just thank your parents and that's it.”

Yu Zaiqing said :" They are too young to adequately express their feelings. It's totally fine that they thank their parents, but still, they have to put Nation in the first place, only thanking parents is not enough." He also pointed out that (we) must enhance the moral education of the athletes.

Is it a problem who should be placed first when they deliver a thank-you speech?
